The word "tatastha-sakti" means the "marginal plane," which is a collective of eternal individual jiva-souls who can remain in the spiritual world (their natural perpetual home), or live in the material world.

However, they do NOT originate from the marginal plane (tatastha) because the individual jiva-souls have no origin, they are eternal, their perpetual home has always been the Vaikuntha planets and Goloka-Vrindavana (the spiritual world) but can also choose to live in the temporary material
