Being a Devotee why Bali Maharaj was sent to Pathal loka ?
Bali Maharaja was enemical to demigods. He had conquered the heavenly planets and made it a residence for demons. This is against the arrangements of the Supreme Personality of Godhead. Demigods are responsible administrators of the material world. Just like a high govt dignitary like minister or judge is given facility by govt to perform their duties, similarly demigods are given svargaloka, powers to perform their duties. Demons are given lower planetary system as residence. This is the natural arrangement as designed by the lord. Many demons like Ravana, Hiranyaksha, Hiranyakashipu, Rahu etc tried to disturb this natural arrnagement.
Lord Vishnu is responsible for maintenance of the natural order of material universe. Whenever this order is threatened, Lord Vishnu intervenes to set it right. Bali Maharaja was not against Lord Vishnu at a personal level. But intention of Bali Maharaja to perform 100 ashvamedha sacrifices were not good. Hence to restrict the ambition of Bali Maharaja, he was sent to lower planetary system. Bali Maharaj has the piety to become Indra of heavenly planet, so he will become Indra in a future yuga.

The thing is Krsna doesnt do lilas with nitya baddha jiva or jiva category souls, he does lila with nitya mukta, ansha avatars and nitya siddhas. All these super souls have divya body like krsna not made of bones and blood, the moment krsna ends his lila on earth they go back to goloka. For knowing pass times of what happend, please read books like garg sanhita and know all queens of dwarka reached vrindavan and how they went to goloka.
Bali maharaj was awarded sutal loka , it has more opulence than heaven and not patal loka - read 7th canto of bhagwatam for that.
And about who controls universe when lord vishnu is sleeping, for this you need to understand the aishwarya of lord vishnu and you need to about how many expanasions he has and how many energies - they are unlimited. It is not like ordinary phenomenon when the boss is not in the office who will work. It is not sleep it is called Turya avastha. Only awakened souls can understand it.
