Then even the demigods suffer from dukhas like demons attack them and they are afraid. Even gajendra was on a heavenly planet but was bit by an crocodile so is that statement wrong that there only happiness on lokas above us and suffering in the lokas below us?

Even the demigods experience dukha. They have extremely refined bodies, long lifespans, and far greater comforts than humans but they are still under the three modes and still under material laws. They fear death, they fear losing their position, and they suffer when demons attack. Indra gets anxious, Chandra gets cursed, even Brahma gets bewildered. So the “happiness” of higher lokas is material, not spiritual, and therefore always mixed with anxiety.
Gajendra’s incident proves exactly this. He was enjoying greatly in a heavenly region, yet one small crocodile took away all his strength. This shows: as long as one is in the material world, happiness and distress will come.
Lower lokas have more dense ignorance and more suffering on average, but even they are not 100% misery. Bali Maharaj rules Sutala and is happier there than he was in Swarga, because of the presence of the Lord. Hari Hari.

In Svarga-loka, there is abundant enjoyment and luxury, but not freedom from fear, envy, pride, and eventual loss. When a person’s good karma (puṇya) is exhausted, they must fall back to earth (kṣīṇe puṇye martya-lokaṁ viśanti – Bhagavad Gītā 9.21).

Yes, Lord Sri Krsna says below shlokas which very clearly indicates that above statement is not correct
ā-brahma-bhuvanāl lokāḥ
punar āvartino ’rjuna
mām upetya tu kaunteya
punar janma na vidyate
From the highest planet in the material world down to the lowest, all are places of misery wherein repeated birth and death take place. But one who attains to My abode, O son of Kuntī, never takes birth again. (BG 8.16)
mām upetya punar janma
duḥkhālayam aśāśvatam
nāpnuvanti mahātmānaḥ
saṁsiddhiṁ paramāṁ gatāḥ
After attaining Me, the great souls, who are yogīs in devotion, never return to this temporary world, which is full of miseries, because they have attained the highest perfection. (BG 8.15)
