Krsna is always happy and cheerful. I am seeing in the iskcon deities always krsna is happy.

Yes, that is because some devotee of Krsna has made Krsna happy. Krsna will make them happy.
If you make Krsna happy, then Krsna will make you happy.
Note: Krsna will always be happy. But if we make Krsna happy,only then we can attain happiness. If we try to make ourselves happy without caring for Krsna's happiness, then we can't be happy for long.
