Hare Krsna Prabhuji,
PAMHO.
I completely agree with the answers given. Just to give you another perspective. Suppose Krsna forgave an offender and did not allow him to commit the offense at all. Then what happens?
1. Krsna is not allowing free will to the offender devotee.
2. The offender devotee does not get purified because he doesnt realise what he was thinking is an offense in the first place.
3. The offender devotee's sins are not cleansed, mind not purified.
4. He doesnt ever qualify to go back to Godhead. He never becomes a pure devotee.
Would it not be better to allow him to commit the offence and realise it, make amends for the offense and then repent, purifying himself and thus qualifying to go back home, back to Godhead.

Hare Krishna,
The Supreme Personality of Godhead said to the brāhmaṇa: I am completely under the control of My devotees. Indeed, I am not at all independent. Because My devotees are completely devoid of material desires, I sit only within the cores of their hearts. What to speak of My devotee, even those who are devotees of My devotee are very dear to Me. go thru the purport as well.

Then why krsna do not FORGIVE in case if his devotee commits vaishnav Apradh. Now in case of vaishnav Apradh, why the devotee goes away from krsna.
Because Krsna considers Himself subservient to His devotees. Krsna loves and respects His pure devotees so much that Krsna considers them to be above Himself.
So when a person commits sin, or offense against Krsna then Krsna being merciful can forgive this. But an offense to his devotees is a greater offense because Krsna sees the stature of His devotee more than Him.
Krsna cannot forgive the offenders of His devotes before the devotees forgives the offender.
Krsna cannot go against His own devotee for the sake of the offender. So what Krsna does is He directs the offender to get forgiveness from His devotee first. If His devotee forgives, then Krsna will forgive the offender.
I hope this is clear. There is perfect logic in this.
