Hare Krishna to all the devotees
All glories to srila Prabhupada
So this a bit strange question, I don't know how to frame but I have to ask, so please improvise.
So nowadays many people hear to one famous saint of vrindavan Sri Premanand maharaj, although I don't listen to his lectures, but many around me does and many times they talk about him, even though I mainly stay silent at that time still some arguments do pop up, like people believe that he must an avatar of Krishna himself, of course due to maharaja's character and kathas .
1- I don't personally believe that he can be a avatar of God, but since I don't have any knowledge, I thought asking about the opinions or facts from devotees here would be a good option. If not god, can he or someone like him be actually a associate of god from vaikuntha? Is there any information given in shastra about when, where or who (any devotee from golok) would come to earth to preach? ( I remember hearing from one lecture of HG amogh lila prabhuji that there are instances in shastra that one command in cheif in the army of mahaprabhu will come to preach about God through out the World, who was of course srila Prabhupada, so any like this?)
2 if people ask "what do you think, do you think he is an avatar of God?" I don't believe he is but since I do know , I normally say "I don't know anything about that" but can there be any argument to counter such things.
Also one other question, what predictions are given about kalki avatar in shastra (like when where lord will appear, and others like his parents name , wife , I have heard these are given in shastra so can anyome please tell me?)

I don't know about Premanand ji being an avatara of Krishna or some other associate.
Regarding the Kalki avatara it is said that He will appear at the end of Kali-yuga as son of a brahmana named Visnuyasa of the village Sambhala. In the Bhaktivedanta books, Srila Prabhu has said that this will take place after approximately 427,000 years since Kali-yuga is 432,000 years duration and only about 5,000 years have passed.
