No. But there are no restrictions on chanting.

If you are vegetarian and unable to leave onion garlic for family reasons, try to tell them you dont like the taste or for health reasons you cannot have.
You can wear kanthi mala 1-2 strands around the neck.
For chanting, it would be better to chant on neem beads for now.

When we get initiated to be able to have 3 strands and quit onion and garlic how should we take it off?
There's no ceremony to take it off. If you are able to give up onion garlic in future, then you can wear 3 strands kanthi mala even without initiation.
At the time of initiation, you will get kanthi mala as well to wear.

Rudraksh is for Rudra, Lord Shiva.
Ideally neem beads, if not, atleast chant. Doesnt matter what beads, or clicker, or fingers, or excel.
