Since the material world is a reflection of the spiritual world (even though perverted), and is 1/4 of the creation, whatever we see here must already be there in the spiritual world, right?
Then do things like onions, garlic, etc are also in the material world!?

The material world is a 180 degree reflection of the spiritual world like a tree at a river bank. What is highest in the spiritual world will appear lowest in the material world and vice versa.
The spiritual variegatedness that is there in the spiritual world will have a corresponding reflection or variety in the material world but it will be just the opposite.
There are other differences also. 3/4th of Krsna's energy exists in the spiritual world while only 1/4th is present in the material world. That you have pointed out.

Thats why its a perverted reflection of the spiritual world. Just by seeing the material world, we cannot think that we know what the spiritual world is like. To understand the spiritual world, we have to read scriptures like Brhad Bhagawatamrta, Ujjwal Nilamani, and other commentaries of the acharyas. The issue is - to read these books, we haev to first read Bhagavad Gita, then Srimad Bhagawatam, then Chaitanya Charitamrta. Then only we qualify to read these scriptures.

Where from do you get these doubts?
Onion and Garlic were created by the blood and bone of Rahu and Ketu demons when they tried to come in disguise of demigods and started to comsume Amrita.
As soon a little but of Amrit touched their lips and were about to gulp it down Lord who was serving Amrita in Mohini form slit their throats down. The blood and bone the spilt from their bodies took the form of Onion and garlic respectively on the Earth.
As the demonic blood was partially mixed with the Amirta.
The onion and garlic show medicinal properties as well as they create rage ( Rajas and Tamas ) qualities of the demons in us when we consume them.
The material world is the perverted reflection of the spiritual world. i agree to this.
Hmm.. Putana was demoness right. But when Sri Krishna sucked her life out of her. She lost all the bad in her was rendered fully pure and spiritual and even god the status of the mother of Lord. She got back to spiritual world. When her body was cremated. The whole Vrindavan and Mathura's air even far of places were filled with Sandalwood scent.
When Onion and Garlic who are filled with demonic qualities are purified they will be smelling sweet and Maybe they would be beautiful and maybe the bad odor in Onion and Garlic would be lost.
Maybe In Spiritual world Onion and Garlic plants are simply having just medicinal Amrita filled qualities without the demonic properties.
I didn't visit the Goloka. Cannot be sure to show how the spiritual onion and Garlic plants would smell like or look like. HHehehe.
But surely I know once demonic qualities are removed what is left in oneself is only pure Amrita.

In material world almost everything has a dual purpose of either facilitating sense gratification of jiva or facilitating devotional service of jiva, whereas in spiritual world everything has a singlular purpose of giving pleasure to Sri Krsna. This is one prominent difference between material world and spiritual world
Onion & garlic are in lower modes of passion and ignorance. They are/were not created by Lord Brahma. Their creation involved a desire to exploit cow through violence.
There is no possibility of violence towards cow or exploitation of anyone/anything in the spiritual world. Hence there is no possibility of onion garlic being present in spiritual world. Nor do they serve any function of pleasing Sri Krsna. Sri Krsna cannot be given pleasure by exploiting or violence either in material or spiritual world.
