Srila Prabhupada answers this as below in Nectar of Instruction.
As far as the urges of the genitals are concerned, there are two—proper and improper, or legal and illicit sex. When a man is properly mature, he can marry according to the rules and regulations of the shastras and use his genitals for begetting nice children. That is legal and religious. Otherwise, he may adopt many artificial means to satisfy the demands of the genitals, and he may not use any restraint. (Purport verse 1 Nectar of Instruction)
2. Is masturbation also an illicit sex?
When one indulges in illicit sex life, as defined by the shastras, either by thinking, planning, talking about or actually having sexual intercourse, or by satisfying the genitals by artificial means, he is caught in the clutches of maya.(Purport verse 1 Nectar of Instruction)
Vast majority of the population doesn't even bother about god or spirituality or anything. Those who accept to chant Krsna's names are certainly glorious. We have our past conditioning of enjoying mentality quite deeply rooted into our consciousness. These won't disappear easily. But when one is sincere in chanting and hearing Krsna's name and pastimes from pure devotees like Srila Prabhupada then Krsna situated within our hearts will relieve us of our tendencies.
Obediently serving and following instructions of advanced devotees is highly effective in catalyzing this process. Commiting offences to devotees will worsen our plight. Requesting you to read the first four verses of Nectar of Instruction written by Srila Prabhupada which clearly describe how to improve.
