In one lecture by Aindra Swami, he mentions that if one's heart is not pure or in other words has lot of material desires, he cannot proceed beyond 2nd Canto SB, what to speak about the Krishna leelas in SB Canto 10. In that case, anyone who is not following 4 regulative principles is not qualified to read SP books. What has Prabhupada mentioned about reading Vaishnava scriptures ?

It is difficult to understand how this conclusion was arrived at ?
Firstly if someone has said - one's heart is not pure or in other words has lot of material desires, he cannot proceed beyond 2nd Canto SB
It doesn't seem like an instruction, it seems more like a general observation. The context in which the statement is made needs to be understood.
Secondly - Even a follower wants to take it as an instruction then there are so many books of Srila prabhupada to read. This instruction should not discourage anyone to read them. Srila prabhupada wrote 1st few cantos of SB before going to west, not knowing whether Krsna consciousness will be accepted by westerners or not, Hence in SB canto 1 srila prabhupada has given the essence of entire SB.
What has Prabhupada mentioned about reading his books ?
Isn't it obvious why he wrote so many books at such an advanced age, why he established his own publishing setup, his own distribution services etc. To answer the question here is what Srila Prabhupada has mentioned about reading his books.
In my books the philosophy of Krishna Consciousness is explained fully so if there is anything which you do not understand, then you simply have to read again and again. By reading daily the knowledge will be revealed to you and by this process your spiritual life will develop.…You may please me the most by reading my books and following the instructions therein and by becoming fully Krishna Conscious in this life time.

PLease read Prabhupada books, no qualification required for them. In fact, the order that is mentioned is - Gita, then Srimad Bhagawatam, then Chaitanya Charitamrta. Small books can be read at any time. If one follows this order, chants 16, follows 4, automatically one will become purified.
