IS God responsible for making us to do all the things ?
No the living entity is responsible for the action performed by them. The results they get is in accordance with law of karma. God through His energies facilitates the performance of action. BUt the choice of action is made by living entity.
Consider this example : A child asks money from father. Father being kind gives him money. Child overeats ice-cream and catches cold and suffers.
In this case father has facilitated the action as per the desire of child. The action was performed by the child, by misusing the facility given by father. Hence the child suffers the consequence of his own action.
Similarly Krsna through His energies facilitates the fulfillment of desires of living entities. Krsna is not responsible for the same.
Why is Krsna allowing bad things ?
The answer has two aspects - 1. Desire to perform bad things 2. Reaction of bad action performed previously.
1. Desire to perform bad things - There are people in this world that want to do bad things. This world is full of people like that. In fact this world is created for the bad people who want to disobey god. We are here because we also disobey god. So people are allowed to do bad things. But Bad things are not done by god. It is done by bad people.
Note: There is also another world where no bad things happen to anyone. We all have a reserved seat there which is currently unoccupied because we are here.
2. Reaction of bad action performed previously - There is pending reaction for people who have performed bad action in the past. So they get bad reactions in the present or future.
So when a terrorist is kills a politician - Krsna allows it because terrorist wants to perform the action of killing (for whatever reason) and the politician deserves to be killed (due to his corrupt actions in past).
Krsna does not say in Bhagavad Gita that He is responsible for everything. Hope this clarifies it.
