Demigods do not stay in earthly planetary system. Just like a rich person wouldn't live in a slum. Demigods have duties to perform. All these sai baba have no access to higher planetary system nor do they have functions to perform. Their purpose mainly is to acquire fame, followers etc. They are normal human beings like us who suffer from disease, old age and death. At best they may have some skills. They are not demigods.
There are 2 lectures of HH Tamal Krishna Goswami Maharj on this topic, both in FIji Islands. In one lecture in the temple in Fiji, Maharaj is asking everyone present - who do you think is God and why? Then he is giving answers and his analysis based on scriptures on each person mentioned. To tell you in short, any saint you see in the material world, or any of our acharyas in parampara - do we consider them as demigods? NO. They are saints/ devotees.

They give information of all incarnations of the lord, even future incarnations, the time period when They will arrive, name of the parents, village etc, everything is mentioned. Even personalities like Chanakya are mentioned in SB, so what to speak about the lord's appearance.
After the demise of Satya Sai Baba, so many watches and other things were found among his belongings - it came in the papers.
