It is further explained in the Purport to the text that we have come to this material world to enjoy material resources, and by mental concoction we discover many, many objects of enjoyment because our minds are absorbed in material things. This is why we receive various bodies. According to our mental concoctions we work in various ways, desiring various achievements, and by nature and the order of the Supreme Personality of Godhead (karmana daiva-netrena) we get the advantages we desire. Thus we become more and more involved with material concoctions. This is the reason for our suffering in the material world.

As you have writen "Only because of our past actions do we create such mental concoctions".Pray what are those past actions or rather what is that solitary reprehensible action?
I think the sloka that explains the nonsense action is Krishna bahirmukha haiya bhoga vancha kare,nikata stha maya tare japatiya dhare..
The single most important/unimportant action is turning away from Krishna and hence the jiva falls hands and legs tied in illusion or as you have aptly written "mental concoction"
"All actions that are not aimed at liberation from material bondage only create further entanglements in different material bodies. "
The sloka refers to such actions in my humble opinion.
