Here krishna is not actually an avatar but the original supreme personality of Godhead appears in his original murlidhara form on the earth so he is purna avatara or the original god and source of all incarnations.
21. Buddha in the beginning of Kali-yuga the Lord will appear as Lord Buddha, the son of Anjana, in the province of Gaya (Bihar) just for the purpose of infatuating those who are envious of the faithful demigods.
22. Kalki , he will incarnate at the end of the current Kaliyuga with Parashurama as his guru.
