When there is an order from a superior about doing something, there is simultaneously a prohibition. When the order is that one should always remember Krsna, the prohibition is that one should never forget Him. Within this simple order and prohibition, all regulative principles are found complete.
The principle of remembering the Supreme Personality of Godhead constantly and not forgetting Him at any moment is meant to be followed by everyone without fail.
If this injunction is followed, then all other rules and regulations will automatically fall into line. All other rules and regulations should be treated as assistants or servants to this one basic principle.

Can the rules and regulations of ISKCON be simplified to one basic principle?
smartavyaḥ satataṁ viṣṇur
vismartavyo na jātucit
sarve vidhi-niṣedhāḥ syur
etayor eva kiṅkarāḥ
Kṛṣṇa is the origin of Lord Viṣṇu. He should always be remembered and never forgotten at any time. All the rules and prohibitions mentioned in the śāstras should be the servants of these two principles. (CC Madhya 22.113) Originally from Padma Purana
Not just rules & regulations of iskcon, but all rules & regulations of all vedic shastras are meant to fulfill these TWO principles - Always remember Krsna AND Never forget Krsna

Very good thought - always remember Krsna, never forget Krsna. Examine your own thoughts and find out how much you are able to follow this in a single day. I am assuming that you are already observing 16 rounds and 4 regulative principles. After this, how much your mind is on Krsna? Hoiw to expect complete newcomer to do this then?

Actually those are the exact words of Srila Prabhupada in the second chapter of the Nectar of Devotion. He is stressing more on remembering Krsna through any means and not forgetting Him under any circumstances. Perhaps, we can discuss how this can be done for everyone in general.
