Compassion sometimes mistakenly understood as forgiveness for vikarma/wrongdoings
If a man kills another human being, to show compassion means,
giving a death penalty to that person.
That way he paid for his karma in this life itself. He can come back in a new body, next life and continue his progress towards Godhead.
Materialistic compassion means, to pardon his heinous crime,to restore this murderer to sanity and put him back into the society. This is how western world thinks of compassion. Most of the time, the criminal ends up committing more of the same kind of crimes, go further down the path to hellish planets.
This person who has not paid for his bad karma, will have to take birth next life and get killed just as he killed someone else.
Real compassion is to offer a fit punishment, in this case death sentence, in order for spirit soul to come back, next life, with a clean slate, so to speak, on a path of advancement, to get back to one's spiritual position, perfectly situated in relation to the Supreme Personality of Godhead, as it was eternally meant to be, in the service of the Lord.
Once, Krishna had a splitting headache. No doctor could cure Him. Finally, Krishna revealed that only the dust of the lotus feet of His unalloyed devotees could give Him relief. The moment the gopis heard of this, they offered all the dust from their feet. When admonished for even thinking of allowing the dust of their feet to be put on the head of their venerable Lord - an offence that would send them to hell - they joyfully replied, "We don't care about going to hell! We would willingly suffer in hell, for all eternity, if it gave a moment of relief to our beloved Krishna!"

Krishna is the epitome of morality yet he is compassionate.
I think compassion should be part of moral code conduct. Hence yes you can be compassionate following strict moral code of conduct else code of conduct would be lacking Love of Krishna who is always compassionate to all. Krishna even when killing Rakshas liberates them, which is compassion.
Hk mataji, I will say yes, strict morality (dont know the context ) can be overlooked if there is threat to indiviudality. Morevoer its material mode of nature whihc plays trick, in my opinion we should always be compassionate to those who have made mistake in their life due to ignorance. jai shree radhe
