O scion of Bharata, surrender unto Him utterly. By His grace you will attain transcendental peace and the supreme and eternal abode.
After showing his universal form and after telling all about his opulences, infact from chapter 9 to 18.61 the Lord only says I and Me and then suddenly in this verse he points to someone else.Why did he say like that and give a chance to others to prove that their god is supreme? Why did he create such confusions??

You must read 18.61 to understand whom Lord is pointing to.
TEXT 57: In all activities just depend upon Me and work always under My protection. In such devotional service, be fully conscious of Me.
TEXT 58: If you become conscious of Me, you will pass over all the obstacles of conditioned life by My grace. If, however, you do not work in such consciousness but act through false ego, not hearing Me, you will be lost.
Then why suddenly point to someone else in 61 and 62
what is there in 61 and 62?
The Supreme Lord is situated in everyone’s heart, O Arjuna, and is directing the wanderings of all living entities, who are seated as on a machine, made of the material energy. ( 18.61)

What is the confusion ?
Lord is saying to talk consult the HIM before Arjuna takes decision. Gave Arjuna advice that take to the God who is sitting in your heart. Who is sitting in everyone's heart?
I am seated in everyone’s heart, and from Me come remembrance, knowledge and forgetfulness. By all the Vedas, I am to be known. Indeed, I am the compiler of Vedānta, and I am the knower of the Vedas. ( 15.15)
So, He told that in previous verses itself that HE is the one who is sitting in everyon's heart.
So, what's the confusion about now?
God is saying that surrender unto Him? Him means who? If I say learn from Him then it means some other guy
Oh ya He is pointing Arjuna to look and speak to the man sitting in his heart.
Who is the person who is sitting in your heart by the way Lord told in 15.15 verse itself. so there shouldn't be so much confusion.

but in different form who is sitting in your heart is Supreme personality of Godhead who is the 4 handed form of Lord the KSHIRODAKSHAY VISHNU.
The third, Kṣīrodakaśāyī Viṣṇu, is diffused as the all-pervading Supersoul in all the universes and is known as Paramātmā. He is present even within the atoms. Anyone who knows these three Viṣṇus can be liberated from material entanglement." ( BG purport 7.4)
