When one touches the feet of the Guru, all his sins are transferred to Guru. Hence, at the time of initiation Guru allows the disciple to touch his feet. But we should not be eager to commit more sins and touch his feet to get free from its reactions. This is condemned. What one can do otherwise is take the dust from the lotus feet of ones guru. Not by touching his feet but from his foot print on the ground as he is walking. Or if ever get an opportunity where his feet is washed, take few drops of that water on your head. All these are very purifying.

As Nitai Prabhu told it should not be an offense. But in other cases "touch" is something which can transmigrate dirt in the form of dirty desires, dirty karma...
touch can create lust...
in this point of view especially women should avoid, being humble, touching the feet of Guru if He is in male body, due to respect to their renunciation.

As fas as i am aware touching the Gurus feet is not offensive and it is actually a nice thing to do so you can get blessings.
When a Guru comes to devotees house it is a custom to wash the feet of the Guru and even in the heavenly planets they wash the Gurus feet.
So really it is not a offense.
