if i take a vow and do that to some extent after that I start ignoring that vow. I not directly saying that "No I will not do that".

What is stopping you from fulfilling a vow you took voluntarily? Please fulfill all the vows you take.
Regarding kapat - or fraud or dhokha - I wouldnt call it fraud, unless you are willfully not doing something well within your reach.
