What happens to the person whose mind is not stable after death?

In BG, it is said that when the soul leaves the body, mind along with other subtle items travel with the soul to next destination.

My question is, what happens to people whose mental condition is not stable because of age. They drift off topics while talking and behave like a child while thier age is 70+ years.

Does this mean the same mind( not stable condition) goes with them to next body? Since any body related issues would be finished when body dies.

Is this the reason some kids are born mentally retarded from birth ??

I am trying to understand as I see both situations, where a young kid is mentally retarded and an elderly person who was completely fine till recently and then is not mentally stable after some illness (hoping things dont get worst).

Also, what happens to the elderly person who has done some bhakti (chanted maha mantra, served devotees, visited dhamas etc) and when does the kid who is mentally retraded going to be normal (in future life times or will it be the same in all life's since mind is completely not stable)

Really appreciate some insights on these cases from spiritual perspective?

In general, the whole life is judged by higher authorities after death. Often the deranged person shows a moment of clarity right before death. This could suggest that the derangement is more like a hardware degradation. From the ajurveda pov the mental state is defined by the working of pranas and the situation of the subtle body (samskaras, outside influences etc.).

Bhakti is preserved and he continues to be elevated.
