Yes. Please be careful to note that the twigs are completely dried.
In fact, in upcoming Kartik month, if we use dried tulsi twig, put some cotton at the end and dip it in ghee,then light it and offer to Lord Damodar, it is supposed to be especially pleasing to the lord. But if the twig is not completely dried, then it is very painful to the lord and consequences to us will be not so good. So please be doubly careful.
