This is a little "stump the swami" question! I cannot find resources that describe the altar designated elevations, beyond that which we all know on installed Hare Krsna Altars.
But, home deities are not formally installed deities. Also, as I understand, all beginners in Krsna Consciousness should start a home altar with Jagannath deities because they are "rule-free" & "offense-free" . They are great deities to be in front of when you have no idea how to worship, because they simply delight in all of your efforts, waiting for your to grow a little more.
I'll call it..... two sets of Jagannath deities are OK the be on the same altar together. Perhaps if one set is smaller, you can place them in front of the bigger deities, etc (like we do with small brass murtis, etc.)
