In India Pandits serve tulsi to every demigod ,
they do not serve Prasadam to Krishna At all , only at some time ,
They first offer to Dugra and Lord Shiva !!
then to others !!
But i have heard that tulsi is only placed in lotus feets of Krishna ,
It is never kept for demigods !
We can'nt offer it to Radha Rani also , although we can give a tulsi mala
in her hand !!

yes, it is true we should not offer Tulasi even to Srimati Radharani what to speak of others.
it is a great offense to Tulasi Maharani. but what to do? those people do not accept it but just continue to offer Her to Demigods. One can offer to others only after offering to Krishna's lotus Feet.

Tulsi is offere to all Vishnu tattvas, since Tulsi is wife of Lord Vishnu.
