In ISKCON, devotees say "Hare Krishna" but in Gujarat, most of people say "Jai Shree Krishna".
So If someone says "Jai Shree Krishna" to us then should we respond "Jai Shree Krishna" back?

"Hare " word refers the feminine form of Krishna the pleasure potency Shrimati Radha rani.
In Jai Shree Krishna too.. " Shree" is in reference to Laxmi swaroopa.
But anyhow as mata ji said everything is the same.. we want to just greet others with the name of Lord.
In India its a tradition. .. Even if you go to some northern parts of India they say " Radhey Radhey" and "Ram Ram" Its a greeting.
You can say Hare Krishna or Jai Shree Krishna whatever you feel at that time. Well both are having the Lord's name along with HIs consorts name. no worries.

But I have come across this video where it is said that GBC bans to greeting of "Radhey Radhey" Taking the name of Radha rani consort of Krishna without Krishna is a aparadh.

It doesn't matter whether you say Jai Shri Krishna or Hare Krishna. YOu are taking lord's name, that is important.
