Hare Krishna!
Please accept my humble obeisance. All glories to Srila Prabhupada,
Everyone needs money.
So many Krsna Conscious people/devotees may need Money to perform different activities, say for it may need to run his family or for medicinal purpose or a devotee may need Money to cure his parents and so forth. But he is unable to afford this money out of his salary and so very depressed.
Under this circumstances should a devotee approach to buy Lottery expecting some Prize (money) out of it? Considering he will utilize this money for the good for his family.
Is this expectation against Sastra or what Krsna says?
Please forgive my offenses for raising such question.

Once Srila Prabhupada told that if one is sinful one will have desire to earn with sinful ways.
We get everything according to our karma. Not much and not less.
How we create or collect our future life wealth? By our present life charities. What we gave in previous life we are getting now them back.
So one should take care of one's own varna - profession and try very hard to bring to people something good rather than thinking much of money. If we do what we love to do then we will do our job very honestly nice, and as a result we will get money as a gift.
So the main concern no matter what profession (but sinless) we do we have to do it perfectly. That time even if we are hungry we know that we are in the right path so religion will protect us.
So what we will gain by playing lottery? We do not help people in any way or from. we might think that we will help with money which we earn after playing lottery but this earning money should not be our first concern.
For example, teacher teaches and he should try his best to give knowledge to students so that is good job. Doctor should take care of curing person that is good job.
Driver helping someone going from one place to another that is good job.
But what help we will do by playing lottery?

In my life there were times when i needed money, when i did not had money at all. So i had only one shelter - Krishna.
I just continued my service and some times i had to pray Krishna for my selfish needs and Krishna used to arrange something and help.
So our Father is Millionaire so why not to live by His rules and depend on Him?

Is it also a sin to run a Lottery Shop? In this case one is not buying Lottery but selling it to make money out of it.

As Radhe prabhu pointed out Lottrey Business is Gambling, And as Maral mataji ponted out you wont be doing any service to the society even if you would be running the lottrey shop,in fact you would be ruining peoples lives by drawing them into gambling .Its an addiction .So A big No for Gamblig .
whether buying Lottrey or Selling Lottrey .Do japa,krishna seva and depend on krishna .our earnings shoud be according to Dharma.

The lottery is a form of gambling, NO gambling is one of the 4 regulative principles, so yes: avoid gambling at all costs.
Gambling is a powerful addiction that can easily sweep us away from Krsna; so if a person is in serious need of money - I would suggest to continue doing your dharma (if a person is a laborer or a worker or a weaver or a businessman ... they would focus on their respective fields) and just depend on Krsna. Krsna is the source of all material and spiritual things (BG 10.8), He is the husband of the Goddess of Fortune (Lakshmi Devi), and wherever Krsna is, the Goddess of Fortune is most certainly there.
However, if in the end a person doesn't get the money, they should not be angry at Krsna and they should never give up Krsna. Just happily accept the consequences as Krsna's desire and continue living and serving Krsna. This shows Krsna that a) you're a mature person (you being subjective to anyone) and b) rain or shine, Krsna mine!! (mine being subjective to the anyone, it was just so catchy!!)
