Is there ever a time of day or night when we should not chant Hare Krishna on beads? For example, would it be okay to chant in the evening or at night?

there is no such time to remember the God . one should remember him with every breadth he / she takes.
but good time to do any Good ritual or puja is in morning from 4-6 as it is called "Brahmamuhrat".
so try to do puja in that time as your mind is purest in morning and not affected by daily corps .
