PAMHO.
ISKCON was formed in the west. It now has centres all over the world. It is as per convenience of the local people that Ratha Yatra is held at different times of the year in each place. In South India, for instance, it is mostly held in winters - January to be precise. This is because it is tooooooo hot to walk on the road in July - when Puri Rath Yatra happens.
