Here are my questions:
1-In the altar near Sri Sri Radha-Krsna deities, where the photo frame of the Panca Tattva and the photo frame of the Sri Nrsimhadev should be replaced? Which one should be placed right and left side of the raised deities?
2-What is the order of offering when there are these personalities on the altar?
Six Goswamis(frame), Srila Prabhupada(frame), Sri Sri Panca Tattva(frame), Srimati Tulasi devi (as herself), Sri Sri Radha Krsna ( in a deity form), Sri Nrshimhadev.
3-On whose bhoga can we place Tulasi leaves?

Another thing to note is that only very advanced devotees should host Sri Sri Radha-Krishna deities at home. As you might have already realized, they are VERY DIFFICULT for most grihasthas/persons living outside of the temple to attend PROPERLY. The best deities for householders are: [Gaura-Nitai, Lord Jagannath & Sri Panca Tattva]. Lord Narasimha and Sri Sri Radha-Krishna are worshiped by more ADVANCED devotees since They will not tolerate ANY offenses in Their place of residence whether during altar worship or even in just mundane activity.

it was about in whose water and food there should be tulasi leaf on the top?

no, no Prabhuji, it is an offense. Because to Krishna we have to offer only non offered things. In the beginning we just show the item to Guru and then offer it to Krishna. It is not that we offer it to Guru first then to Krishna.
as i know it is better to obey to the rules of Narada Pancharatra Pradipa, isn't it?!
And usually for Tulasi Maharani we do separate Arati.

Yes, by showing the offering items to our Diksha Guru then to Srila Prabhupada we get their permission to offer to Krishna. Or if truly we should not offer in the mood that i am doing it but do it in the mood that i am an instrument in the hand of my Gurudev, Guru Parampara and they are offering.
Once some Devotees told that they worship Radha chanting Her Names because She is dear to Krishna. But Srila Bhaktisiddhanta Saraswati Thakur Maharaj told that in the reality we please Her more because we chant the Names of Her beloved - Krishna who is dearer than Her own life.
In this way after showing to our Guru we offer items to Krishna or Lord Chaitanya first then to others.
To maintain order is important in order to show according respect to different personalities according to their position.
For example, if Sannyasi enters the room one should stand up and then pay obeisances. But to the room enters grihastha we may pay obeisances or just greet him with hold hands and it won't be an offense but not pay obeisances to a sannyasi is an offense.
In this way when we offer something to someone it becomes his prasadam. But Devotees do not accept what was not first offered to seniors: Krishna, Radha, Pancha Tattva, Narasimha, Tulasi Maharani, Guru Parampara, Srila Prabhupada, Diksha Guru, all Devotees.

If Sri Sri Radha Krishna Deities are in the middle we put Pancha Tattva to Their right and Narasimha Dev to Their left. And Guru Parampara one step down in the front starting from left to right and starting with our own diksha Guru or Srila Prabhupada.
When we offer for example a flower we first show it to our Diksha Guru then to Srila Prabhupada then only we start to offer it to Krishna. Then to Srimati Radharani.
Then to Pancha Tattva, then to Narasimhadeva, then to Tulasi Tree (Tulasi Tree may remain either in the left or right no matter, basic thing if She is comfortable), then we offer that flower to Guru Parampara starting from Jagannath das Babaji Maharaj who is closer to the photo of Narasimha dev. Then go to the left offering. In the last we offer to our diksha Guru then to other Devotees at home or around.

And put before Sri Sri Radha Krishna, and put Tulasi leaf to each of the plates like on rice one Tulasi leaf, on lassi another, on samosa another....
And recite Mantras. Then after 5-15 minutes we come again read mantras then it will be a Maha Prasadam which was eaten first Radha Krishna then Pancha Tattva ...Guru Parampara all.
