    Offer Tulasi leaves at the feet of Lord Krishna and Vishnu Tatva deities.

    Do not offer Tulasi leaves to non Vishnu tatva deities, not even to Lord Sada Shiva, even though He is expansion of Lord Vishnu.

    Tulasi leaves can be placed in the hands of Prabhupada or your guru, so they may offer it to the Lord. Never at the feet.

    Prabhupad said that every plate of bhoga for offering to the Lord, must contain a Tulasi leaf

    You may only offer Tulsi leaves at the lotus feet of Vishnu-tattva forms (Krsna, Narayana, Nrsimhadeva, Gaura-Nitai, Rama, Varaha, etc...). You mentioned Sita Rama, you may offer Tulsi leaves to Lord Rama but please beware that it is a grave offense to place Tulsi leaves at the feet of a person which does not fall into the Vishnu-tattva category. Even if it is one of the purest devotee (like Srimati Radharani and Sita Devi), DO NOT place Tulsi leaves at their lotus feet. You may place it in their hands so they may offer it to their Lord, but do not place it at their lotus feet.
