I checked on internet that in the ingredients of these items being sold widely in the market-biscuits contain artificial flavouring agents which is being tested on animals for its safety so they are non vegetarian
Normally, all testing happens on animals only. Just because the testing happened on animal, it doesnt mean that the product is animal product. It can still be offered and had.

The principle remains the same - as long as it is vegetarian, without onion and garlic, it can be offered to the Lord.
Ideally, it should be made by devotees. But if it is not possible, still it can be offered, provided the above criteria is met.
