Hare Krishna,
It is said, not a blade of grass moves without the will of the Supreme Personality of Godhead (BG 7.21 purpot, SB 2.1.33 purpot). It is Krishna's energies that are working here in the material world and Krishna is aloof from the material world. The anology given is suppose there is a director or CEO of a big multinational company.. All the works are going on in his direction, right from the topmost decisions to lower most minute things. There are people assigned to do each of the jobs.. But in this case though everything is going on smoothly but still the Director/CEO may not personally know actually what is going on exactly at the gross root level.
What about Krishna? Is He personally keeping a watch on everything that is happening? Even if a blade of grass has to move is it just by the will of Krishna alone or by the will of Demigods it is happening?

As i understand from Bhagavad Gita Lord Paramatma resides in everyone's heart in the size of thumb of a particular living entity.
So in this way Krishna personally looks after the living entity. First He looks to the desire of a living entity then looks to His karma if his karma permits him to have such and such things Krishna gives sanction to Demigods who are in the body of a person to fulfill his or her desire. But if karma does not permit whatever he desires then when he earns enough sukriti he will be given chance t o fulfill his desire in this life or in next.
Every our desire is nicely observed by the Super Soul. Every, each. Because of that we should be very careful of desiring something or not desiring something which might be the cause of our next birth.
So Krishna is that Paramatma and all 33 crore Demigods also there in our body and they only act and move our body. We as a soul never act in material world. Our only action is desiring.
