But non-devotees can't offer. Grains cooked by nondevotees are particularly contaminated. The Kurma Purana says that all the sins of a man remain in the grain; therefore when one eats the foodstuff offered by another, he eats his sins as well. Once Srila Prabhupada was given bread cooked by nondevotees. Next day he requested, "Please do not give me bread cooked by nondevotees. It gave me nightmares. All the vibrations and thoughts of those who cook grains enter into it." When Srila Prabhupada was asked if sankirtana devotees in Germany could eat karmi bread, he replied that this is not permitted except in an emergency.
Krishna only accepts food offered with love and devotion. Ofcourse Krishna is not in need of food. So even if a non-devotee offers food to Krishna with love He'll accept. But if someone has some love for Krishna, how can she/he be a non-devotee? If a person has a little faith and love for Krishna, then Krishna will shower His mercy and gradually he will become a devotee.
But in your case I don't think your sister-in-law offers prasadam to Krishna with devotion, because she offers prasadam to demigods and simultaneously to Krishna also. It maybe because in your alter there is Krishna's deity or photo she offers. She may think Krishna like another demigod and offer. In such mentality we shouldn't offer to Krishna. Also if she is already consuming non-veg, then he can't offer food she made. As I said Krishna want love and devotion not food or whatever. So I would suggest that please don't let her offer. But you can nicely advice her about glories of Krishna and give her prasadam you made and offered.
And bath is a must, only in some exceptional cases you can make garland or make food for Krishna without bathing. At our home we don't even touch anything of Krishna's without bathing.

Why without bathing? If a person is sick then it is ok but if a person is healthy then he should be clean. Because we are having issue with the Supreme Personality of Godhead who is the Master of all and everything.
tq you for ur reply hariboll.....am mataji and not prabhu...k if that person is nt devotee and cook prasadam oso without take bath...is that k....can we allow to offer to krsna any sin for us...cz she is my sis n law and her fly staying with us we hv to kithchen in the hs...1 is vege and another 1 is non vege ...so sometimes she will cum to my kitchen wic is vege she will do some sweets and as she offer to demigods she will oso put in the altar ...but she will do all tis witout bath...advice me
