Mataji, In BAngalore temple we have matajies leading Kirtan in sunday feast and other major events also. There is no distinction between men and women when it comes to singing and dancing(of course Matajies dance separately and prabhujies separately).

Yes of course they can. Srila Prabhupada never said that devotees in women body's can do any temple service. He told brahmacaris to avoid women so they don't get lusty desires.
