Is Kalki a special jiva?

Sarva-samvadini:

According to some, Buddha and Kalki appear every Kali-yuga. Both are avesa forms according to Visnu-dharma.

Sarva-samvadini:

Avesa-rupa is a special jiva, whom the Lord has given powers.

    Lord Kalki is addressed as jagat-patih. 

    Srila Prabhupada translates jagat-patih as the Lord of the creation. 

    How can even a ' special jiva ' be the Lord of creation ?

    Now let us say that 427,000 years later Kalki-avatara appears and does the needful. But that is of no importance to this discussion. I am asking how can Kalki be classified as a ' Jiva ' be it some ' special jiva ' by Srila Jiva Gosvami whereas as Srila Prabhupada is saying that He is the Supreme Lord Himself ?
