                Is your question about initiating others to Krishna consciousness? I am not completely sure what you are asking.

                But if your question is about intiating others to learn about Lord Krishna then my answer is 

                Yes! Anyone who is a pure devotee can welcome them wholeheartedely to learn about the Lord. In fact, that is our second most important role as a devotee of Lord.First most important is surrendering ourselves to His Lotus feet. Then we must help others surrender to Him. You don't have to be a BRAMHIN to do this. 

                What is a Brahmin?  a member of the highest caste, or varna, in the social hierarchy. But why must we devotees worry about Social hierachy? That is based on our bodies, once we are surrendering to Krishna, Krishna sees only our souls, to Him we are higher than highest caste. 

                I hope this answers your question. Overall any devotee can initiate others if they pure hearted and surrendered to Lord.
