Nowadays there is a whole genre of three Qs IQ,EQ,SQ....my question is whether iq/eq of a person determined by past karma...Can it be increased by spirituality(As Prabhupada says devotee is the most intelligent person..:)..??

Intelligence is a product of 'rajo' guna [passion] per Srimad Bhagavatam (2.5.31). One of the objective of spiritual pursuit is to elevate from 'tamas' and 'rajas' to 'satva' guna. Intelligence in spiritual context actually means 'wisdom' and its not mundane analytical skills.
In that verse 2.5.31 ''taijasāt'' means : -false ego in a mood of passion, therefore intelligence is a product of ego, which is acting in a mood of passion. Therefore it would be incorrect to say that intelligence is product of rajo guna, but it would not be if one say that's is product of false ego or ahankara.
Therefore intelligence is not product of rajo guna, but its usually acting in that mood , because its the discriminating power to understand an object, and it helps the senses make choices.
Anyway, ahankara or ego have three types : in mood of goodness, passion and ignorance.
From ego in a mood of goodness, sāttvika-ahaṅkāra, from which is manifested the eleventh sense organ and the mind predominating Deity is Aniruddha
From ego in a mood of passion, taijasa, or rājasa-ahaṅkāra, from which are manifested the active and knowledge-acquiring senses, along with the intelligence, whose predominating Deity is Lord Pradyumna
From ego in a mood of ignorance, tamasa ahankara, comes sound vibration.
Anyway, predominating deity all of thiese three types of Ego is Sri Sankarshana.
One should adore either Sri Pradyumna or Sri Sankarshana for increasing material intelligence, but thats like asking rich person for one grain of rice.
Material intelligence wont help to get out of illusion.
