how can a disabled human either physically or mentally affected person can realize and chant the holy name? like who is deaf, dumb, no eyes, or someone who is mentally ill etc. are they born by curse of god? why god has created them to suffer? can they get normal ability like others on chanting holy name?

Disabled - as in - blind deaf can still chant. Dumb can hear. Mentally ill can hear.
Nobody is cursed by God. We are all children of God. Why will He curse His own children? Souls are born in defective bodies as per their past karmas.
Thats why it is said there are 4 lakhs human yonis.
Normal abilities can be got in maybe the next life, in this life, if they are born with disability, then it is already karma phala which is in phala (fruit) stage. What is in kuta (seed) stage can be changed, not what is in phala stage.
Chanting of holy names cna have so much effect that they may be liberated from cycle of birth and death itself and transported to lord's abode.
