In my home we used to make Lord Govardhan from gobar but nowadays due to non-availability of clean gobar ,can we make Lord govardhan from halwa ?

i have seen Govardhan made of Rice in South India, of choorma in north india and of course halwa. So we can make Govardhan of any of these and decorate, with eyes, mouth nose.
Other food items can be placed on different places around Govardhan.

Yes you can. And then offer it to the lordships and later on cherish with devotees.
Many ISKCON temple do this only. See Vrindavan cake or Braj Mandal Parikrama cake.
