My quetion is about the concept of free will and fate in the percepective of KC, means if sombody is getting engage in KC...is it his/her will or it was pre decided or his/her disteny.

When disciples asked Srila Prabhupada if what they did in previous lives that they have now opportunity to chant the Holy Names. Srila Prabhupada told that i made Your sukriti for chanting.
It means Krishna's mercy is unconditioned. We can earn Krishna karma only by pleasing His Devotees. For example, Narada Muni in previous life was a son of a maidservant. When he was five years old, in Chaturmasya months great sages stayed at his home for 4 months. His mother used to serve to them and little bay also helped to her mother. He then by the permission of sages used to eat their food remnants. By doing so he became purified from all sins and cultivated desire to serve to God.
Then sages left, mother died...five years old boy left home to the forest and engaged in Devotional service. in his next birth took birth from Lord Brahma and continued His service unto Lord Narayana.

Only by the mercy of Devotees one will start to worship to Krishna, there is no other way.
By the blessings of Devotees.
Sometimes astrologers may predict the moksha liberation but not that one will go to Spiritual world or not. No. Devotees are in the hand of Krishna, they have Krishna karma. And Krishna is not conditioned with any other astrological predictions.
