In material nature there is tamas. Tamas leads to ignorance. Ignorance leads to ignorant activities or 'evil' activities.
It is like a father providing a play toy to a child and says 'Dont do this you wont like it, Do this instead". But the child because of ignorance does it anyway.
Similarly Lord Krsna says in Gita that there are 3 types of karma : Akarma,Vikarma,Karma. He advises not to perform vikarma. The minute independence is there for all souls since we are part and parcel of Krsna. But they have to use it wisely and perform bhakti. As said in sastra, the Lord does not interfere with the living entity's activity.
