Hare Krishna Sagar Jadhav Prabhu, please accept my humble obeisances! all glories to Srila Prabhupada!

yes, cows and all other animals, trees, grasses, insects ...have soul.

Soul in the cow's body will take human body. Cow's body is the stage where soul gets human body. Because of that to kill a cow is very sinful. if one kills a cow then he will suffer in the hell as many years as the cow's hair on her body.

Souls who came form the hellish planets first take birth in the plants, then in the insect forms, or snakes, ....then lion, monkey, pig, then maybe cow then only human but not a normal human but as like a eunuch, or mentally sick person.

then after some lives, if purifies himself then only will take body of a human with good intelligence and use that intelligence in Krishna Consciousness and leave this Samskara of birth and death.

Because of that Human body is very pressures! If we perform sin we will again degrade and go back to hell. then again everything will be repeated.

Tulasi Maharani is not an ordinary living entity like You and me. No. She is One of the closest associate of Srimati Radharani and Sri Krishna. When She comes to this world to give mercy She expands Herself in the Form of a Tree. Just to give mercy. it is a big offense to consider Her as a simple Tree or a simple living entity.

     Your servant,

It is natural that we don't understand the logic of things in this material world. However, his divine grace, A.C Bhaktivedanta Swami Prabhupada, has given further explanations in several books, especially the Srimad Bhagavatam books which can help clarify doubts.

From the Srimad Bhagavatam, Third Canto:

"As He grew to six and seven years old, the Lord was given charge of looking after the cows and bulls in the grazing grounds. He was the son of a well-to-do landholder who owned hundreds and thousands of cows, and according to Vedic economics, one is considered to be a rich man by the strength of his store of grains and cows. With only these two things, cows and grain, humanity can solve its eating problem.

Human society needs only sufficient grain and sufficient cows to solve its economic problems. All other things but these two are artificial necessities created by man to kill his valuable life at the human level and waste his time in things which are not needed.

Lord Krsna, as the teacher of human society, personally showed by His acts that the mercantile community, or the vaisyas, should herd cows and bulls and thus give protection to the valuable animals. According to smrti regulation, the cow is the mother and the bull the father of the human being. The cow is the mother because just as one sucks the breast of one's mother, human society takes cow's milk. Similarly, the bull is the father of human society because the father earns for the children just as the bull tills the ground to produce food grains. Human society will kill its spirit of life by killing the father and the mother."

"The cow is the most important animal for developing the human body to perfection. The body can be maintained by any kind of foodstuff, but cow's milk is particularly essential for developing the finer tissues of the human brain so that one can understand the intricacies of transcendental knowledge. A civilized man is expected to live on
foodstuffs comprising fruits, vegetables, grains, sugar and milk. The bull helps in the agricultural process of producing grain, etc., and thus in one sense the bull is the father of humankind, whereas the cow is the mother, for she supplies milk to human society. A civilized man is therefore expected to give all protection to the bulls and cows."

Yes, Nitai Prabhu explained it perfectly no words to add! :-)

without cow milk we can not understand Spiritual knowledge. At least one time we drank that because of that we can understand something.

    HK,

firstly, cow has a soul which is a conditioned living entity suffering from birth, old age disease and death. We don't have to cultivate a desire for getting a body of a cow rather we should have a desire to get any body in the spiritual world which is permanent and that is called the svarupa. Cow, because it is an animal has a lower consciousness than humans because human beings have the capacity to understand about God and perfect their lives. But the cow cannot do so, it has to get a human birth for that.

Secondly, Tulasi maharani is a spiritual entity. She descends from spiritual world just to show mercy to the conditioned soul and be accessible to all. We cannot become tulasi maharani because we have a different swarupa in the spiritual world. and tulasi maharani is an eternal associate of Krishna in the Spiritual world.
