for preaching purpose only sometimes Uttama adhikari comes down to the stage of madhyama adhikari. As like Bhaktisiddhanta Saraswati Thakur also was doing strict sadhana and was not interested at all of this world but Devotees requested him to come and preach. Then he did so.
There are different levels of devotees- Kanistha, Madhyama and Uttama Adhikari..
Kanistha- he worships Krsna but does not see devotees.
Madhyama adhikary- He worships Krsna and also sees the connection between Krsna and devotees and he also discriminates, who is envious of Krsna and who is non-envious. A madhyama adhikari can preach cuz for preaching he has to discriminate. A person envious of Krsna, it is difficult to preach...
Uttama Adhikari- He is a Parama Bhagavata, Parama Hansa devotee, who is immersed in Krsna consciousness. As Krsna says" My devotee knows nothing other than me and I know noone other than My devotee" an Uttama Adhikari is completely pure and completely Krsna conscious all the time. Uttama Adhikari does not preach generally, he has to come down to the level of Madhyama Adhikaro to preach.
For us, we should always try to associate with devotees who are pure completely (by hearing lectures of sannyasis ) or at least senior to us in devotion and knowledge, don't have ulterior motives and are under some senior authority, following their authority in Paramapara. Then we are connected to Krsna through parampara and then Krsna will take our responsibility. We should also go to higher authority whenever in doubt, and not trust things blindly. We can always go in line through the parampara to verify things if we are in doubt. Krsna will help us. :) :) :)

A DEVOTEE CAN BE SECULAR IN THE SENSE THAT HE DOES NOT DISCRIMINATE IN GIVING BHAKTI AND HOLY NAME TO ANYONE, be it a shudra, or a yavana or a kshatriya or anyone. BUT IN THE NAME OF BEING SECULAR, A DEVOTEE NEVER COMPROMISES WITH THE PRINCIPLES OF KRSNA CONSCIOUSNESS AND BHAKTI, TEACHINGS OF SRILA PRABHUPADA, HIS BOOKS AND LORD CHAITANYA'S TEACHINGS.we should not say that all paths lead to the same goal as it is not true. A devotee NEVER COMPROMISES WITH THE PRINCIPLES OF BHAKTI. As SRILA PRABHUPADA SAID" IF WE COMPROMISE, WE ARE FINISHED". i.e we should never compromise with the principles of BHAKTI OR DEVOTIONAL SERVICE.

A devotee is "Narayana-Parayana" ~ who's life and soul is Narayana. A devotee is one who can't live even for a movement without thinking of his beloved Lord, A devotee is one who always thrives for the association of Devotees. A devotee is Niskinchina, One who has nothing to do with this material world is called niskinchina. A devotee is anyabhilasita-sunya, he has no motive to worship the Lord, He perform services for Lord's pleasure not for any personal gain. A devotee is one who like to sing the glory of Lord always, He doesn't speak a word which is not connected to God. A devotee is one who has dedicated his kaya-vacha-manasa(body-mind-speech) in glorification and service to Lord. ~ These are few definition of a pure Devotee, Devotee is such glorious that any amount of words falls sort to compactly define the term devotee.
And regarding Devotee being secular. Yes, a pure devotee of Lord is the only secular person in the world because he is in perfect knowledge. we can see examples of Lord Chaitanya who gave Namacharya upadhi to Haridas Thakur who was a muslim, Srila Prabhupada who made yavanas,mlecchas devotees. A devotee doesn't see the color of skin, or caste or religion of a person, He see all the living and non-living entities as part and parcel of supreme Lord. A devotee is in the absolute platform therefore he sees everything from that vision, he dosen't see duality because duality leads to communalism.
