I've seen some senior devotees use counters. Most of them are matajis who need both hands for handling their children
I believe thats a circumstance Sri Krishna could understand.
If tulasi devi is available, then use tulasi devi?

in lecture i heard that we fall down if we do not do our min 16 rounds in our Tulasi beads then only in counter any quantity.
We have to pray to Krishna to let Him to chant His Names properly.
I saw some Devotees who chant in counters but it is not correct. Main rounds should be in beads.
Please try Your best Prabhuji! And Krishna will help You.
Krishna never gives difficulties more than we can solve them. They are in our capacity to solve.

it is allowed if and only if, it is not possible to chant on beads. SP told us to chant on beads.
but if that is not possible and there is no other option then what can be done, we can chant on counter then..
