    The question you have raised has two meanings to me. One meaning is , 'Can a (brahmachari) commit  offence(s) to a regular/any devotee' and other meaning is, 'should a brahmachari commit offcence(s) to a regular/any devotee'. The answer for the first question is 'Yes'. Yes, anyone can commit offences even the population of heaven and even the population of the spiritual worlds. For example, Jaya and Vijaya who were the door keepers in Vaikuntha  committed a great offence against the Kumaras. So, anyone can fall down from the right path prescribed by Krishna. Please find the following verses of Bhagavatam where the Personality of Godhead VIshnu  approved punishment to Jaya and Vijaya:

    SB 3.16.2: The Personality of Godhead said: These attendants of Mine, Jaya and Vijaya by name, have committed a great offense against you because of ignoring Me.

    SB 3.16.3: O great sages, I approve of the punishment that you who are devoted to Me have meted out to them.

    The second question is-should one brahmachari commit a offence to a regular devotee?' The answer is 'No'.  No one should commit any sin to any living entity because all species of life originated from Krishna which He confirmed many times. Two examples are given here from Bhagavad-gita:  

    BG 14.4: It should be understood that all species of life, O son of Kuntī, are made possible by birth in this material nature, and that I am the seed-giving father.

    BG 7.6: All created beings have their source in these two natures. Of all that is material and all that is spiritual in this world, know for certain that I am both the origin and the dissolution.

    Monica Mataji, we can safely conclude that no one should commit any sin to anyone. A Krishna conscious person like a brahmachri should be the safest and friendliest person to all species. No question about type of offence because for him/her it is 'zero tolerance'.

  • Hare Krsna Mataji,

    No devotee is allowed to commit offences towards other devotees. Each ashrama has their respective duties and devotees belonging to every ashrama is pleasing Krsna according to their mood and desire. Offending ANY vaishnava is the most dangerous act that will detriment our devotion.

    We can read in Caitanya Bhagavata that even Saci Mata the mother of the universe, herself was reprimanded for commiting a simple mental offence against a grihasta devotee, Advaita Acarya. So in Krsna's eyes Brahmacari and Grihasta are equal and any offence is intolerable.
