YES. If one does many good karmas and does some spiritual activity but not yet enough to fully reach Goloka they can attain some place in heaven or brahmaloka or other lokas. From there you can proceed furthur again high up in your spiritual journey by practicing more sprituality. Sometimes there maybe falling also from those places If your karma balance is insufficient to stay for long periods there you will get back to Earth again and continue your spiritual journey. The bhakti done is never lost. It is stored in your spiritual bank balance. :-) so no worries at all. Keep chanting
In this endeavor there is no loss or diminution, and a little advancement on this path can protect one from the most dangerous type of fear ( BG 2.40)
