Please Accept My Humble Obeisances.All Glories to Srila Prabhupada & Sri Gauranga.Please forgive me if I have offended any of you. I am just a low-soul trying to find my way back to Sri Sri Radha-Krishna.I have read that 3 names of Rama is equivolent to 1 name of Krishna.My question is, since 1 chant of Krishna = 3 chants of Rama, why does the mantra also have Hare Rama part to it?Should it be like this?:"Hare Krishna, Hare Krishna, Krishna Krishna, Hare Hare, Hare Krishna, Hare Krishna, Krishna Krishna, Hare Hare."^ I have heard of people chanting also "Hare Rama, Hare Rama, Rama Rama, Hare Hare. There is no difference between the two and it is not advisable that we should compare the holy names of the lord.
I found something from Sril Prabhupada's lecture, see if this help you better understand:
Rama and Krishna are names of God, and Hare is the energy of God. So when we chant the maha-mantra, we address God together with His energy. This energy is of two kinds, the spiritual and the material. At present we are in the clutches of the material energy. Therefore we pray to Krishna that He may kindly deliver us from the service of the material energy and accept us into the service of the spiritual energy. That is our whole philosophy. Hare Krishna means, “O energy of God, O God [Krishna], please engage me in Your service.” It is our nature to render service. Somehow or other we have come to the service of material things, but when this service is transformed into the service of the spiritual energy, then our life is perfect.

I sometimes do chant the Mahamantra with Hare Rama..starting first. In one of my japa sessions, the thought flashed in my mind that during my last breath of life air, let the sweet name of Krishna be the last.

No difference chanting Hare Krishna Hare Krishna Krishna Krishna Hare Hare, Hare Rama Hare Rama Rama Rama Hare Hare. or vice versa... chanting Hare Rama Hare Rama first. The goal is that we never stop chanting.
Sri Vaishnavas may chant Hare Rama first. There is no difference in potency or result. In the Vedas, Mahamantra appears sometimes with Hare Krishna frist and sometimes Hare Rama first.
Anyone can chant the Maha Mantra, devotees of Krishna, Ramachandra, Shiva, Aallah, Yaaveh...
Under any conditions. no requirements.

In Maha Mantra which we chant in ISKCON the Name Rama refers to Lord Radha Raman who is Krishna Himself. And we are Rupanugas - followers of Rupa Manjari. Manjaris always serve Srimati Radharani and through Her to Krishna.
Those who chant Hare Rama first They are Devotees of Lord Ramachandra.
Those who chant "Hare Krishna, Hare Krishna, Krishna Krishna, Hare Hare, Hare Krishna, Hare Krishna, Krishna Krishna, Hare Hare."? no, yet did not heard about it. and do not know who chants This type of Mantra.
In Vedas Narada Muni says to Vyasadev that we have to chant exactly this Mantra which is:
HARE KRISHNA HARE KRISHNA KRISHNA KRISHNA HARE HARE HARE RAMA HARE RAMA RAMA RAMA HARE HARE

While not in the ranks of the Holy and Pure beings like Srila Prabhupad and His Guru's, it will be wise to follow their teachings and not trying to analyze their instructions.
Rama is the pleasure giving potency of Krishna, while Krishna is the whole comprising of the pleasure giving potency as well. So do you just want pleasure and not worship the pleasure giver?
