This idea is expressed by the saintly King Citraketu in the Sixth Canto of Śrīmad-Bhāgavatam (6.17.20):
guṇa-pravāha etasmin
kaḥ śāpaḥ ko nv anugrahaḥ
kaḥ svargo narakaḥ ko vā…"
