All living entities within the material creation are conditioned by material nature because of their forgetfulness of their relationship to Viṣṇu, or Kṛṣṇa, the Supreme Personality of Godhead.

Those who have never seen a true Vaisnava
mistakenly claim that a Vaisnava is inactive.
Actually, a Vaisnava is always active,
but only in the Supreme Lord's devotional service.
