A person who is eager to receive from Krsna cannot ever develop the social aspect of the personal form of the Lord. If he is not interested in you then what can you do? You yourself have four defects. You are suffering from or bound by the three modes. It is only when I see that here is a person who is dear to Krsna and probably in this life, if I spend some time with him, sit with him, Krsna has reciprocated with his seva and ask him, What is your relationship with Krsna? He tells some of his personal incidents with Krsna like how he went out of his way to serve Krsna and then I understand Krsna better. So, in this way slowly the Prakrta Bhakta, if he wants to become madhyama Bhakta not on the highest platform but just one notch higher, he actually has to graduate himself to the level where he comes to the level of appreciation of devotees not just in a very external way like for maintaining an etiquette saying you offer namaskar at least mentally to a devotee. Not like that. He should actually feel the need to make a relationship with a devotee feeling that it is incomplete without relationship with devotees.
