The world has become so evil on account of rejecting God. If someone rejects God that person is considered to be a demon & obviously demons are evil, they are lusty. When their isatiable lust is not fulfilled they become greedy which leads to anger and because of there anger they are ready to do anything to satisfy their anger.
Krishna says in Bhagavad Gita 16.8: They say that this world is unreal, with no foundation, no God in control. They say it is produced of sex desire and no cause other than lust.
And in 16.9 Krishna says: Following such conclusions, the demoniac, who are lost to themselves and who have no intelligence, engage in unbeneficial, horrible works meant to destroy the world.
Krishna says in Bhagavad Gita 16.10 : Taking shelter of insatiable lust and absorbed in conceit of pride and false prestige, the demoniac, thus illusioned, are always sworn to unclean work, attracted by the impermanent.
Due to greed they encroach on other's property but ultimately The Supreme Personality of Godhead Krishna is the proprietor of everything. But the demons do not accept God & the vast majority of people do not accept God therefore the world is evil.
Krishna says in Bhagavad Gita 16.11–12: They believe that to gratify the sense is the prime necessity of human civilization. Thus until the end of life their anxiety is immeasurable. Bound by a network of hundreds of thousands of desires and absorbed in lust and anger, they secure money by illegal means for sense gratification.
Lord Krishna says in Bhagavad Gita 16.18: Bewildered by false ego, strength, pride, lust and anger, the demons become envious of the Supreme Personality of Godhead, who is situated in their own bodies and in the bodies of others, and blaspheme against the real Religion.
So naturally for one who blasphemes against Real Religion is of course a demon & a demon is always evil and considers God as his enemy.
Conclusion:- So it is not that God has created evil, but rather people are evil on account of rejecting God.
